The quest is working now.

Tip: Brother Hayle will not respond to "What Proof of Nobility?" but he will infact give you Soulfire if you turn in all 4 items.

Fixed, pending update.

He was requiring people to use a certain combination of capital letters for his text response. So until next patch, "What proof of nobility"
