NPC Spawn Issue: Bait Masterson should despawn at night and Giz Dinree should take his place

Bait Masterson should spawn only during the day in east freeport to the right of the docks on the little sand there (/loc = -360, -1100, -63.54). At night, he ought to despawn and Giz Dinree should take his place.

I wonder if this is related to Kith's troubles because I know that Giz was spawning just a few weeks ago.

Funny, when i first joined this server i could of sworn she was there at night. I think i killed her once too. Perhaps she was somehow deemed unclassic?

Is this broke now? Bait won't despawn as far as I can tell. And I have yet to see Giz at all.

I always thought Bate Masterson was a naughty joke name from SOE but then I flipped on the TV yesterday and this old show was on:
