Breaking a Large Brick of Velium with a Smithing Chisel sometimes bugs out.
You end up with a duplicate smithing chisel and a small brick of velium. You can test which Chisel is the Real One, and apparently the 'other' smithing chisel is a small brick of velium that you can still work with. For example, I broke a large brick into a Chisel, a Small Brick, and another Chisel. I then put the Small Brick with Temper in the Forge and put in another chisel and hit Combine. Nothing happened. I took the OTHER chisel, put it in the forge with the Temper and One Small Brick, and made a Sheet of Velium. The 'second chisel' was a small brick of velium, clearly.
