NPC Spawn Issue: Bilge . Not spawning ? is it just me

I have noticed that Bilge isn't spawning or me and others are having terrible luck.

The shaman that roams isn't spawning either, must be one of his ph's.

Wondering if a dev could check into this real quick when possible.

I saw him up about 2 days ago. Too bad the fantastic 4 killed him just as I noticed.

He has been looted by players 3 times in the last 2 days. So he's spawning.
