Default Minimum level to zone into dungeons

I tried zoning into Nurga on my level 1 monk and got evaced with the message:
You are not yet experienced enough to pass through an inter-planar portal.

So I tried getting level 2 and trying again and got the same message

I've seen people say the same thing about upper guk but I was able to bring a level 1 barbarian in there at the same time when the troll was having trouble.

Level 1s cant go to random dungeons due to people hacking on level 1 throw away toons.

ban them. MQ2 is so easy to pick up on and all it takes is a glancing look in HeidiSQL to find the accounts and ban them

They have, and are obviously sick of doing it. Other than being flagged for macroquest (automated), I'm pretty sure all bans are manual. If there is no person on to ban them right away they will continue to train until action is taken. Then 5 minutes later they can be back to where they were training again. I can't see a normal person having a problem leveling 1-5 in a non dungeon. If it helps slow down trains for 40+ groups, I'm sure it's worth the inconvenience of not leveling in a high ZEM dungeon from 1-5.
