Is the Gnomish cultural (clockwork watchman armor) considered any good/valuable?

Was there any market for it on live? Will there be here?

It has some pretty awesome effects on some of the pieces I see, but I certainly don't know how it actually holds up as a set of armor or how expensive it is to produce
