Well, dark elves are hated in so much of the civilised world, but their only true loyalty is often to Solusek Ro, so from an RP point of view, why not?
They both have good int and awful str, with gnomes being a little better for stamina, but a wizard is not going to last long in combat no matter how high their stamina might be and that extra +5 stamina equates to a meagre 1hp for every 5 levels. Go gnome for a more neutral NPC faction and a big bonus to small/cute faction with players?

Dark Elves - ultravision, start in neriak (which is cool), worse faction, plate helm is skull helm
Gnomes - better faction, tinkering (meh), have trouble running up stairs in spots, plate helm is ninja helm Not on your list - High Elf - good cha, can select Tunare (special quest in Velious)

Gnomes can also see through walls, which is the biggest and only reason to choose one.

Gnomes, they are tiny, no worries about shrink. gnome also can go into almost all cities.
