Sentry Kale / Friend of the Kin

Seems to give the text for Velium Retrieval, but I can't get any of the "Friend of the Kin" quest text from him. I've tried "I am interested" "what source" and "I am capable" - all of these phrases are supposed to return text, the last is supposed to give you an item but Sentry Kale just ignores me.
