Game Mechanics: Cannot target players in zone

Yesterday after patch i experienced a weird behavior 2 times in 2 different zones.

I was standing at tunnel entrance in EC buffing people that hailed me.
There was 2 seperate players that hailed me, but i could not target them.
Not with the /target command and not with /rt after they sent a tell
I could not see them either. (they was standing in front of me they said)
if i used /who i could not see them in zone list, but if i used /who all playername i could see him in EC.

Then i zoned to West Freeport, and the exact same issue appeared with 2 other players.

After i relogged i could see them

Hope this is described properly.
