Fariy-Hide Mantle not rehcarging

But before patch I was able to recharge the shoulders , Now can't recharge with battery 3 is the item unchargeable or was it put in later like luclin or something .

I've never been able to get these to recharge. Really disappointing since the clicky is a nice mana boost.
