Quest Issue: Shackle of Rock

Has anyone been able to do this recently? A couple months back I put together all the pieces that an iksar master wanted, Went through all his quest dialog successfully, and he gave me the pack. I put all the items in and successfully combined into A full sack for Master. Gave him the sack and he ate it without a word. I petitioned and the gms were nice enough to give me the full sack back. Well, today I finally made it back to TD to hand it back in. Went through quest dialog and everything, got the empty sack. Turned in the reimbursed full sack and he ate it again. Is this quest broken?

The quest turn in requires amiable or better faction.

Alright, that makes sense. In those situations doesn't the quest-giver usually refuse to talk to you about the quest?

Not necessarily. Some Quest mobs wont talk to you others will. EQ wasnt really ment to be a hand holding game so you either had to risk it or do outside research to see what's needed.

Right, I understand that. It just doesn't seem like he should have given me the quest combine container if I didn't have sufficient faction to turn it in. Ah well, mea culpa.
