ToV Level Requirement

I don't know if this is a bug or not, but tonight I managed to zone into ToV on a level 35 toon.

I seem to recall there being a level requirement to zone in, but cannot seem to find evidence to suggest either way?

Was thinking about this the other day. Should be 46 iirc.

Was 46 at some point and people would use Fellowship campfires to bypass this.

I'm unsure if the level restriction was classic to Velious or not though.

Safehouse thread from 2003 indicates ToV has a level 46 requirement and ST has no requirement besides the key.

There is also a 2006 thread on a hacker's forum, that I won't link here, looking for an MQ2 plugin to get around the level 46 zone in requirement to ToV.

Added level 46 restriction, pending update.

This will be changed if contrary evidence is found.
