If you're gonna go ahead and assume the rogue has his epic (a decent assumption), you may as well sell the sash of Dragonborn and get a Ravenscale belt or troll hide belt instead.
Since Ragebringer is 40% haste. Making any haste item a waste unless it also has decent stats. Also that haste item inflates the total value of this a huge amount, sell that out and then the package becomes a bit more affordable should someone have spent most if what they have on the Ragebringer.
