Quest Issue: POS Monk Quest

the quest npc Holwin is working now,
it pop the right npc ( in my case Ton Po )
but the Monk master - Ton Po have no respond to quest item
he did give respond to the quest keyword , and ask me for the item
but he just return the item and say he have nothing to do with the items.

double checked i haven't gave the wrong item.
