RnF does seem pretty boring - we need to change the rules so we can implement a system that pisses everyone off. Let's get a system where where each successive hour after the pop, the mob repops and allows 1 more person on the engage. Let's start at each mob allowing 1 person for the first hour - any more than the allowed amount results in the additional person(s) being evacced from the zone.
