Sirk/Deru holding back repops?

I've learned through my contact new guide Aussie that Sirk and or Deru are purposely holding back server respawns.

Why do they continue to hold these back from us?

Some speculate it was to punish players for not spending enough time on a content-less Velious beta server.

Others speculate it was to punish the RMT'ers.

yet still others speculate respawns were all just an elaborate ruse to get the top two guilds to play nice with each-other (FE/TMO join forces and therefore allowing Rogeans friends (FE) to actually get raid targets).
