Miscellaneous: Breath of Harmony--"Out of Charges"

Originally posted this in the petitions forums. It was suggested I post here:

My breath of harmony (http://wiki.project1999.com/Breath_of_Harmony) no longer works. When I click it I get the "item out of charges" message and the buff does not go off.

This began happening today. I believe it may be linked to zoning with the item on my cursor.

I have tried relogging all the way out, etc.
