3 teams.
When it begins each team only gets ONE city and one race. Dark elves, high elves and barbarians.

You can then capture cities for your faction during a raid like event, giving your faction the ability to temporarily create races of that city. After one faction captures a city you can recapture it. City guards for evil could be skeletones, for good high elf palidans and for neutral wolves
