Character Select Screen Issue

When I get to the character select screen it shows a Human level 1 Warrior (South Qyenos) on the title above the Human Warrior, but there are no buttons anywhere to change/create characters. I also hit every button on my keyboard and it doesn't do anything.

What am I doing wrong or what do I need to install?
