How often does a loam encrusted robe enter circulation?

Been trying to buy one nonstop for three days nonstop. Literally putting in 8 hour days at the tunnel to get it. I decided to pick it up over my FBR for the mana, and honestly because the FBR looks like vomit and the loam robe looks pretty sick.

Yes they are very similar, hard to tell the difference

We're talking about the same robe here right? The one that drops from a raid boss in the hole? Although I appreciate the feedback some key things to note here.

I don't foresee myself looting them from Yael anytime soon.
