Ranger only quest for the 49 spell.

Good faction in Gfay
Follow Tunare
Started in Gfay when created
Grinded faction for Kelethin
Guards changed, Lily Ashwood did not
Listed as no faction(s) on wiki

Nothing at all works when I try to start this. If she is on a specific faction where conning indifferent won't start it, none are listed. Is this quest broken?
