Doesn't that lower your faction when you hail him or do you just simply give him the gold without hailing him?

Hailing NPC's does not lower faction.

Also handing the NPC 550 gold does not give you any sort of negative faction hit if that's what you're asking.

I may be misremembering, or it may have been an urban myth, but I actually do recall that there was some NPC in Sol Ro that gave you a faction hit simply from hailing him.
