Default jumping in water

When I hold down spacebar while underwater I expect to move vertically fairly quickly. There is a very small amount of movement, but barely more than enough to keep me buoyant. I also can't break the surface of the water by jumping, but jump works normally on land though.

Did this change? I've been gone a while. I know there were some UI changes, particularly for green. This seems like a framerate issue, but I can't find an option to adjust it.

I'm playing on blue. Windowed. XP compatibility mode 2.

Install from your RoK disc and play tutorial. Jump to swim up is there. It’s not fast and you have to spam.
