Spells: Trepidation is sold at outpost/fv and also drops off mobs

Interesting that Lucy says it drops off sky mobs. Never seen a spell drop off a sky mob--wonder if that was added in later.

it was definitely not in at kunark launch. it was added later but i can't recall when.
