I think if you kill a lot of bards and dragons on Ring of Scale faction, you can eventually become non-KoS to most (if not all) of Mistmoore.

No I'm pretty sure every race/class is KoS in Mistmoore. It's also impossible to raise faction with Agents of Mistmoore, which is the faction everything there is on. With maxed out Mayong Mistmoore faction everything there will still attack you.

Eh, the Alla post for Mistmoore faction mentions someone able to get up to Dubious. It's from 2007, so who knows for sure.
