I don't remember their name, it was a halfling vendor in Rivervale.

I stopped by the druid guild while I was in RV today and discovered the tomato-cloth-choker being sold by Daleen Leafsway. Strangely, she also seems to stock Amber, Jade, and Topaz gems in addition to her typical veggies.
