Deputy Tagliin quest

When you turn the token back in to Uner Gnarltrunk he's supposed to award the following items:

- Potion of Wisdom
- Pine Needles
- Misc. low level stuff

So far I've turned in the token over 55 times in a row and he's only awarding pine needles, the potion should be a lot more common than it is if it's already on the loot table.

-faction requirement added : amiable required
-exp changed. it was giving the correct total for completion, but half of it should come from the handin to Taglin, and the other half from Uner.
