Bootstrutters Famed Backpack Quest?

Does anyone know if this quest is in game? I have received the quest text from Manik in Akanon, but I have never seen the common mob spawn Duster V, only have seen the "rare" triggered spawn Duster X spawn. Sorry if this is the wrong place to post this question... thanks for any help.
