NPC Spawn Issue: Harnoff Splitrock OOE

Harnoff Splitrock is currently spawning out of era in North Kaladim. He was added in a Feb 2002 patch along with a couple other NPCs as a source of limited-supply, restockable high quality ore. It's worth noting that Yakem Oreslinger, added in the same patch, does not spawn in South Qeynos on P99.

* Added high quality ore vendors to Bazaar, Kaladim, and Qeynos that sell a limited supply of HQ Ore.
