Toklar Battlemaster? Where is he??

Hey,

Just spent a few hours camping in Unrest, with much of that time pulling the entire first floor. We never saw Toklar pop, and I don't recall seeing a PH ever in his spot (but we were all running about pulling and keeping others from stealing out camp anyway, so I could have missed it). Is there any reason why he wouldn't be spawning or did we just get lucky/unlucky and never have him pop?
