this file keeps disappearing from my EQlite file. anyone know a solution

Probably your Antivirus giving get a false positive. I use Macafee and I have to disable Real Time Tracking when I load the game then I turn it immediately back on.

It is a known issue caused by your anti-virus/anti-malware program(s). The developers for P99 use dsetup.dll to monitor your PC for use of 3rd party applications in order to prevent players from cheating, however your AV/AM programs thinks it acts like a Trojan-C virus and tries to quarantine it. In order to continue playing P99 you must remove the file from quarantine and then make an exception in your AV/AM programs to prevent future quarantines.
