Game Mechanics: Fishing lures, bait, poles give inappropriate skill bonuses

Currently on p99, player-made fishing lures, bait, and poles give a fishing skill bonus. This was patched in on 12/20/2001 on the timeline. Previously they gave no bonuses.

I'm assuming Catch-a-Lot bait falls under the category of 'special baits' but I'm not certain.

Some might not work, some might not be added, and all the clockwork armor is on Gnome cultural since it's cultural.
