Cursor Hover over items in inventory broken

While i was playing all of a sudden hovering my cursor over items in my inventory and over my buffs did not display the popup identifying what i was hovering over anymore.

I tried logging out to desktop and that did not work. I was then recommended to re patch the latest patch on the forums.. this also did nothing. I'm stuck here with no idea what to do. Any help would be appreciated.

Reboot your computer.

Windows bug. Restart (not Shut Down) your computer. Perhaps 2-3 times.
