IP Exemption? Game Mechanic

Hello, I was just trying to log on for the first time, and the game crashed after I created a character. I tried to log on again and it says my IP is temporarily banned. Is this normal? Do I need to petition to create an exemption?

Apologies, if this is the wrong place for this question. We may actually eventually need two accounts from our one IP, but at the moment, I'm just asking for one.
