Quest Issue: Lady Shae quest for red wine (faction) broken

She responds to the keywords "no house" and asks for wine, but upon receiving it nothing happens. I've tried with 1x, 2x, 3x & 4x bottles of unstacked red wine - you cannot give 4x stacked.

I'm indifferent faction currently. I don't know if this has been working but cannot find any other reference to this faction quest on the forum.
