Default Brownie Guards
As of 03/30/2015 only one of the Brownie Guards in LFay give experience.

Did one of them mistakenly become a merchant? The problem with this area originally was that the merchants were assisting the guards (which should never happen).

Maybe you outleveled the area? Brownie guards are druid class npcs, and should give experience if able.
