Default Priceless Velium Reinforced Bow
Not entirely sure if this is a bug or just incredibly bad luck, but after killing many trash mobs in the library, red 99 has never seen a Priceless Velium Reinforced Bow drop from there.

According to the LoS archives the bow should either drop off the trash, or specifically from the trash in the ST library.

If anyone on blue has ever seen one drop from in there, or anyone in general that would like to clarify on this that would be great, thank you!
