Patch Files revert when using EqEmu

Hi I've been having trouble getting the newest patch to work. I keep getting the sp-1 error on the character screen where it says my spell files aren't updated.

I keep replacing the old files in my Project 1999 folder with the newest files in the v26 folder and "unblocking" them. Then I run Eqemu and it gives me the same sp-1 error and when I got to my project 1999 folder again the files have reverted to the old one. How do I get the patch files to stay? This is pretty frustrating
