When you turn in 4 of these to Drill Master Dal, he will occasionally take them and give you the error message saying that turned in less than 4. It just happened to me and has happened probably 4-5 times before. Kind of a bummer since this is a nice way to get a quick blue.

This is working as intended.

For example, if he wants 4 things, he will give you 1 'reward' message and 3 'needing' messages.

-Ah yes!! This is good, but I instructed you to bring me no fewer than four.
-Ah yes!! This is good, but I instructed you to bring me no fewer than four.
-Ah yes!! This is good, but I instructed you to bring me no fewer than four.
-Drill Master Dal hands you a shimmering black piece of armor which smells quite horrid. You find it hard to keep it from slithering out of your hands. 'Here is the armor the tailors have been working on for the legion. You may test it for us. Keep up your fine work and I may have other pieces available for you to test.

-coin
-exp etc

This is usuallly indicative if the quest is multiquestable. Handing in the rings 1 at a time would yield the 'no fewer than four' message until he received four.
