Spell Files & EQEmu Launcher

I played P99 last year, when there were links to new spell files. Reloaded Titanium but cannot figure out how to use the "eqemu launcher" to get required spell files. WHERE do you extract the eqemulauncher zip files to? I tried putting in the Everquest program file but when I try to open it all it gives me is "application failed to open." Can someone give me a concise steps instruction on how to install/use the eqemulauncher? I have the eqe login working, I see all the servers, but can't log into P99 because of the spell file issue.
