It has actually been shown that games that embrace the modding and hacking community last longer and are a lot more enjoyable than the games that don't. Look at D2 vs D3. Same basic game, but two entirely different concepts were applied. Some of the best games of all times(HL, MC, Portal, etc.) have actively supported the modding/hacking community. It would be suicide for Sony to try and fight the community.

except gives you total control over the memory space so the API isn't completely castrated from being able to do anything actually hacky
