LOIO Sarnak Run Speed

While not encumbered, with Jboots buff, I was unable to outrun a Sarnak Dragoon and Sarnak Recruit. Even while strafe running they kept up with me. I ran from the fort all the way to Cabilis with them hitting me the whole time. Is this working as intended?

They wer most likely buffed with SoW from the shaman sarnaks that wander.
