please fix Heart of Frost from a goblin wizard in Permafrost

+ of 5hours and no spawn at Jail ! very rare spawn & loot

He spawns almost exactly at loc 350, 350. Static spawn, 100% chance of wizard.

On this map it would be on the little catwalk southwest of '4', and just north of 'A'.

-goblin wizards will now spawn in many more locations
-heart of frost has a higher % chance to drop
