Game Mechanics: Ranger archery damage increase

Rangers above level 50 will now do double damage with Archery against non-moving, non-rooted targets. These restrictions allowed us to enhance archery without creating a new kiting problem.

Time to get the murdering done with them expensive arrows + wind striker.

I dunno if this is a red server issue or not, but its been working on blue for awhile.
