Monks proccing 2nd attack random attack with Flying Kick?

I remember on live, my 50+ Monk would proc a second, random special attack when he did a Flying Kick. Did this ability exist in Classic, or did it have to be purchased with AAs later on?

i think they removed falcon punch because it was added in luclin.
