NPC Spawn Issue: Guard Lorton spawn time(Highkeep)

His spawn timer is off. He is taking longer to spawn than the rest of the guards.

Just timed it, his spawn time is roughly 24 minutes. He should be 18 1/2 like the rest of the guards
