NPC Spawn Issue: Merchant in North Karana Not Spawning

I was in the tower which is connected to the stone bridge a few nights ago and I noticed that the merchant which used to be on the 2nd floor was not there. I didn't look around to see if he was elsewhere around the tower or bridge. I just remember using him often in the past to sell / buy stuff when in the Karanas.

This is in line with what I remember as a young ranger in 99 who did the watchman boots quest quite often (I have issues) and waiting for Bilbis to despawn, also I sold lots of junk to him while fighting in NK.
