I seem to remember "skipping stones" dropping regularly off of "a froglok skipper"
maybe I am just the most unlucky person ever heh.... The item is used for iksar monks shackle of clay quest.. so I am pretty sure I'm just really unlucky, as if this item was missing it would probably have been brought up and fixed, but just encase I am an idiot and need to stop wasting my time because I'm completely wrong in its existance...., ill post this [You must be logged in to view images.
