When pulled inside the windmill, he goes through the floor.

Yeah, mobs shouldn't get stuck in the ground below windmills in sky anymore, pending update. That includes Gwan, Overseer, Noble, Inte, etc.

Is there any ETA on this going in? Want to make an informed decision if I should go ahead with Gwan before this is patched.

Does this also mean Gwan won't knock players under the windmill as well?

just fight gwan outside and keep your back to the platform, or pull him to island 1

always fight with your back to a hill, it will reduce the distance that you get knocked back.
