Level 30 vs level 26

Is there the added bonus for spells landing/resisting? Something along the lines of +5% every level you have upon your opponent of landing a spell and the inverse. I'm noticing people max level range lower resisting tons of spells and being able to land nukes on people max range higher.

Just curious!
